The concept of engaged citizens goes beyond simply voting or volunteering; it involves a longer term, broader sense of community. It involves education for active citizenship and civic leadership, as well as an inclusive social infrastructure for exercising civic responsibility and action. Another requirement is responsive and proactive public officials, policy, and services. The critical theme is the many layers required to have real community engagement, and the importance of ownership (as a sense, or literal) in engaging citizens in their community. This helps fulfill the need to make engagement a deeper and more ingrained aspect of being part of a community.
